Certificates of Origin

Chambers of Commerce are authorized to issue Certificates of Origin by Law 335/2007. A Certificate of Origin is a document used in international trade. These documents are completed by the exporter or their agent and certified by an issuing body (Chambers of Commerce), attesting that the exported goods were entirely produced, manufactured, or processed in a specific country.

Certificates of Origin are issued for both direct Romanian exports and for projects implemented through external financing programs.

The Certificate of Origin is used for the definitive export of goods and attests to their origin, representing a preliminary step in determining import customs duties. A good originates in a certain country if it is wholly obtained, manufactured, or processed in that country to a significant extent.


Procedure for Obtaining, Terms, and Conditions of Use

Documents required to obtain a Certificate of Origin:

  • Declaration of Origin
  • Foreign invoice
  • Company registration certificate from the Trade Register
  • Letter of credit and/or contract
  • Authorization/delegation
  • Other documents attesting to origin: customs declaration, product technical sheet, etc.

For the issuance of Certificates of Origin requested under externally funded programs, the applicant submits an application form accompanied by the following documents:

  • Declaration of Origin
  • Relevant invoices
  • Company registration certificate from the Trade Register
  • Financing agreement (concluded between the final beneficiary and the financing agency)
  • Authorization/delegation
  • Other documents attesting to origin: foreign certificate of origin, customs declaration, product technical sheet, etc.

Important Information

  • All the above documents must be submitted in original or certified copy (as applicable).
  • A certificate issued by the Argeș Chamber of Commerce, Industry, and Agriculture corresponds to a single invoice.
  • If material errors require correction by replacing the Certificate of Origin, the submission of the original copy and the signed copy of the Certificate of Origin is mandatory.
  • The resolution period is 1 day from the submission of documents, or a few hours, depending on the complexity of the invoices.

  • Certificate of Origin and other documents for international trade.
